2012 REQUEST FOR QUALIFICATIONS MULTI-YEAR ENGINEERING SERVICES CONSULTANT FOR THE BRUNSWICK GOLDEN ISLES AND MCKINNON ST. SIMONS ISLAND AIRPORTS GLYNN COUNTY AIRPORT COMMISSION BRUNSWICK, GEORGIA The Glynn County Airport Commission is requesting Statements of Qualifications and Experience from qualified airport consultants to provide planning, design, construction administration and inspection services for multiple improvement projects for a 5-year term. The projects contemplated during this time frame would include, but not limited to, asphalt and concrete rehabilitation/replacement and expansion projects, EMAS systems, airfield lighting and signage, drainage, security fencing, federal access control requirements, architectural design of new and rehabilitation projects to include general aviation terminals, hangars and ARFF stations, master planning, environmental and other related projects. The projects are anticipated to be funded by Federal Aviation Administration (FAA) and State of Georgia DOT grants, and are subject to all requirements and executive orders pertaining thereto. The selection process will be conducted in accordance with FAA Advisory Circular 150/5100-14D. Interested consultants should provide the following information within their Statements: (1) a brief description and history of the consulting firm, (2) location of office where work will be performed, (3) summary of familiarity with Glynn County and the airports the work will pertain, (4) brief description of project experience involving federal Airport Improvement Program performed in the Southeast Region during the past five (5) years, (5) contact names and phone numbers of each sponsor for aforementioned projects, (6) performance on the aforementioned projects to include completing the projects within budget and on schedule, (7) names and qualifications of personnel who will work on the projects, (8) brief description of partnerships/subcontracting that would be utilized to complete tasks (i.e. environmental engineering, architectural, construction administration, etc.), (9) Disadvantage Business Enterprise (DBE) objectives for the potential contract and a listing of previously utilized firms, (10) pre-qualification of the firm by the Georgia Department of Transportation (Aviation Division) to do business in the State or the ability to be qualified within sixty (60) days of selection. The Commission is interested in teams that identify and engage local subcontracting for services to fulfill potential assignments especially in the area of project resident inspection. Identification and of such services with the credentials of the firm or person under consideration should be a part of the Statement. All respondents must disclose within their Statement whether any Glynn County Airport Commission Board member or employee holds interest in the respondents company or there has been any prior or current business relationship with Board members and/or employees. The evaluation process will comply with the Airport Commission policies and FAA Advisory Circular 150-5100-14D. The Executive Director will review and evaluate all qualification statements submitted. A consultant (team) may be selected from the qualifications Statements, or if deemed necessary, a minimum of three consultants (teams) may be invited to make a formal presentation. The format and date of the presentation will be established at the time of short listing, if undertaken. The Commission reserves the right to select more than one consultant to complete the services throughout the contract period. Four (4) copies of Statements must be received by the close of business (5:00 p.m.), Tuesday, September 11, 2012. Statements should be forwarded to the Executive Director, Glynn County Airport Commission, 295 Aviation Parkway, Suite 205, Brunswick, Georgia 31525. Statements should be marked "2012 GLYNN COUNTY AIRPORT COMMISSION ENGINEERING CONSULTING SERVICES". To be considered, submittals must include all information specified in these instructions and Statements shall be limited to no more than 25 pages including the Statement transmittal letter. Any Statements received after the established deadline shall be returned unopened. Statement information received will not be returned upon completion of the selection process.
