INVITATION TO BID 1.1 INVITATION A. Notice is hereby given that the City of Centerville will accept bids from qualified General Contractors for The construction of a New Law Enforcement Center and Conversion of Former Library to a Municipal Court Building Note: These two facilities will be bid and awarded as one project to one successful bidder. Generally described as a new 10,000 square foot, one-story building, with associated sitework and utilities; and renovation of a 3,860 square foot one-story building, with associated sitework. Bids will be received until 2:00 pm on Thursday, December 6th 2012 in the office of the City Clerk, 300 East Church Street (City Hall), Centerville, Georgia. 1.2 BID DOCUMENTS A. Bid documents may be secured from the Architect. 1. Upon payment of a deposit of $150.00 per set of plans and specifications. Deposit will be fully refunded to each Contractor who submits a bonafide bid upon return of the documents in good condition within thirty (30) days after opening of bids. Contractors who elect not to bid will receive a refund of $75.00 per set upon return of the documents in good condition. 2. No partial sets of documents will be issued. Bidders are solely responsible for ensuring that complete sets of documents are reviewed for establishment of bids. Documents will be forwarded to applicants shipping charges collect. Documents can also be picked up at the office of the Architect, 155 Franklin Street, Macon, GA 31201. Each bidder is required to procure at least one set of construction documents in paper form. Additional sets of documents may be provided by the architect only to prequalified bidders in an electronic format at no cost. 1.3 CONTRACT AWARD A. Contract, if awarded, will be on a lump sum basis. No bid may be withdrawn for a period of sixty (60) days after date of bid opening. Bids must be accompanied by a bid bond or cashier's check, made payable to the City of Centerville, in amount not less than 5% of the base bid. Both a Performance Bond and Payment Bond will be required in an amount equal to 100% of the contract price. 1.4 OWNER'S RIGHTS A. The Owner will award the Contract to the lowest responsive and responsible Bidder, subject to the conditions stipulated and to the Owner's right to waive all informalities and to reject any and all bids. 113607 11/7 & 11/28
