NOTICE TO THE PUBLIC

TO WHOM IT MAY CONCERN:

YOU ARE HEREBY NOTIFIED that the Judge of the Superior Court of Fayette County, Georgia, presiding on the 25th day of February, 2013, at 8:45 o lock am, at the Fayette County Courthouse in Fayetteville, Georgia, will hear the case of STATE OF GEORGIA V PEACHTREE CITY WATER AND SEWERAGE AUTHORITY and PEACHTREE CITY GEORGIA Civil Action File No.: 2013V-0108CCE in the Superior Court of Fayette County, the same being a proceeding to confirm and validate an issue of Sewer System Refunding Revenue Bonds, Series 2013A, in the aggregate principal amount of $7,800,000 (the eries 2013A Bonds to be issued by Peachtree City Water and Sewerage Authority (the uthority for the purpose of providing the funds to (i) refund the Authority outstanding Sewer System Revenue Bonds, Series 2002 (the efunded Series 2002 Bonds and (ii) pay certain costs and expenses relating to the issuance of the Series 2013A Bonds; and an issue of Sewer System Taxable Refunding Revenue Bonds, Series 2013B, in the aggregate principal amount of $20,800,000 (the eries 2013B Bonds and together with the Series 2013A Bonds, the eries 2013 Bonds , to be issued by the Authority for the purpose of providing the funds to (i) refund the Authority outstanding Sewer System Refunding Revenue Bonds, Series 2005 (the efunded Series 2005 Bonds and (ii) pay certain costs and expenses relating to the issuance of the Series 2013B Bonds. The Refunded Series 2002 Bonds and the Refunded Series 2005 Bonds are being refunded at this time in order to effect a savings in debt service requirements on the Authority now outstanding bonded indebtedness among other purposes. The Series 2013 Bonds will be secured by a pledge of and first lien on the net revenues derived by the Authority from the ownership and operation of its sewage system, including sewage

collection, treatment and disposal systems for residential, commercial and industrial customers (the ystem , remaining after the payment of expenses of operating, maintaining and repairing the System (the et Operating Revenues .

In such proceeding, the Court will also pass upon the validity of a resolution adopted by the Authority in connection with the issuance of the Series 2013 Bonds and the legality of a Sewer System Agreement (the ontract , between the Authority and Peachtree City, Georgia (the ity and an Escrow Deposit Agreement, between the Authority and U.S. Bank National Association, as escrow agent, all entered into or to be entered into in connection with the issuance of the Series 2013 Bonds. Pursuant to the Contract, the City is obligated to make payments, only to the extent the Net Operating Revenues are insufficient, to the Authority to provide for the payment of principal of, premium, if any, and interest on the Series 2013 Bonds, as the same become due and payable at maturity or by proceedings for mandatory redemption. If the Net Operating Revenues are insufficient, the City has agreed to levy annually an ad valorem tax to make the payments required to be made under the Contract. Such payments to be made by the City pursuant to the Contract have been pledged as security for the Series 2013 Bonds.

Any citizen of the State of Georgia residing in Peachtree City, Georgia, or any other person wherever residing who has a right to object, may intervene and become a party to these proceedings.

The authority has waived the performance audit and performance review requirements provided in O.C.G.A. 36-82-100 and will conduct no performance audit or performance review with respect to the series 2013 bonds.
