Date of Publication: June 20, 2012 Peach County Commissioners Office 213 Persons Street Fort Valley, Georgia 31030 TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS: On or about July 6, 2012, the County will request the Georgia Department of Community Affairs (DCA) to release Federal Funds under Title I of the Housing and Community Development Act of 1974, amended for the following project: Project Title: Peach County Workforce Development Center Project Activities: Construction of a Workforce Development CenterProject Description: Peach County is seeking EIP funds to construct a 16,000 SF Workforce Development Center on 10 acres in the South Peach Industrial Park. The proposed Workforce Development Center will have the capacity to serve 500 students (unduplicated)
per day, and will be designed to accommodate future expansion plans. The facility will serve as a host site for literary training and for the dual-enrollment programs between MGTC and Peach County Schools. The facility will house an industrial lab for transportation and diesel courses to support the RV and com- mercial truck driving industries; a Commercial Truck Driving classroom and truck driving range; an industrial arts classroom and lab for welding and metals fabrication; an Allied Health classroom; and several adult educa- tion classrooms, as well as offices, a testing room, study area, break room, and restrooms. FINDING OF NO SIGNIFICANT IMPACT (FONSI) It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of human environment and, accordingly, the above named County has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (P L 91-190).The reasons for such determination not to prepare such statement are as follows:The project will have no sig- nificant adverse impact on the environment. An Environmental Review Record respect- ing the proposed project has been made by the above named County which documents the environmental review of the project and more fully sets forth the reasons why such Statement is not required. This Environmental Review Record is on file at the above address and is available for public examination and copying upon request at the Peach County Commissioners Office between the hours of 8:00 AM and 5:00 PM.No further environmen- tal review of such project is proposed to be conducted prior to the Request for Release of
PUBLIC COMMENTS ON FONSI All interest- ed agencies, groups and persons disagreeing with this decision are invited to submit written comments for consideration by the County to the Peach County Commissioners Office. Such written comments should be received at 213 Persons Street, on or before July 5, 2012. All such comments so received will be considered and the County will not request the release of EIP funds or take administrative action on the within project prior to the date specified in the preceding sentence.NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS (NOI /RROF)
At least one day after the termination of the public comments period for the FONSI, but not before comments on the FONSI have been considered and resolved, Peach County will submit a Request for Release of Funds (RROF) and Certification to DCA. By so doing, the County will ask DCA to allow it to commit funds to this project certifying that (1) it has performed the environmen- tal review prescribed by HUD regulations ( Environmental Review Procedures for Title I Community Development Block Grant Program - 24 CFR Part 58), and 2) the Certifying officer, Chairman Dr. Melvin E. Walker, Jr., consents to accept the jurisdiction of the federal courts if an action is brought to enforce responsibilities in relation to the environmental review or resulting decision making and action. The legal effect of the certification is that by approving it, DCA will have satisfied its responsibilities under the National Environmental Protection Act thus allowing Peach County to commit Incentive Program funds to this project.OBJECTION TO RELEASE OF FUNDS DCA will accept objections to this approval of the release of funds and the certification only if it is on one of the following bases: a) that the certification was not in fact executed by the Certifying Officer, or b) that the applicant s Environmental Review Record for the project indicated omission of a required decision, finding, or step applicable to the project in the environmental review process. Objections must be prepared and submitted in accor- dance with the required procedure (24 CFR Part 58) and may be addressed to DCA at CDBG Section, 60 Executive Park South, Atlanta, Georgia 30329-2231.Objections to the release of funds on bases other than those stated above will not be considered by the State. Announcement of the Middle Georgia Regional Commission and the Central Georgia Joint Development Authority At regularly scheduled meetings of the Middle Georgia Regional Commission and the Central Georgia Joint Development Authority, the position of Office Manager was designated as Primary Open Records Officer. All open records requests for inspection or copying of records must be delivered to this position. Additionally, the Middle Georgia Regional Commission and the Central Georgia Joint Development Authority designated the position of Executive Secretary as the Alternate Open Records Officer, to whom open records requests can be delivered in the
