Request for Proposal 33-008 Sealed Bids by Bidders for construction of the Spout Springs WRF Phase I Improvements will be received by the Hall County Purchasing Department at their office at 2875 Browns Bridge Road, 4th Floor, Gainesville, GA 30504, until 3:00 PM prevailing time, December 11, 2012, and at that time and place bids will be publicly opened and read aloud. The Work includes, but is not necessarily limited to, the following improvements to the Spout Springs WRF: installation of a new odor control system and channel covers at the existing headworks; installation of a new system of positive displacement blowers, air piping, and fine bubble and coarse bubble diffusers at the existing SBR and digester tanks; construction of a new chemical storage and feed system; conversion of the chlorine contact basin to a UV disinfection system; outfall piping to Lollis Creek; and valves, controls and appurtenances. Contract Documents may be reviewed and/or obtained, as a complete set only, via online purchase at http://planroom.aimages.com or at Gainesville Whiteprint, 312 Bradford Street, Gainesville, GA 30501. A non-refundable payment, in the amount of $155.00, in cash or check payable to Gainesville Whiteprint Co. will be required for each set of the Contract Documents. A pre-bid conference will be held at the Spout Springs WRF, 6818 Spout Springs Road, Flowery Branch, GA 30542, on November 27, 2012, at 10:00 AM. Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of 5-percent of the Bid. Bidders may not withdraw their Bids for a period of thirty days, after the actual date of the opening of the Bids. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. Complete instructions for filing Bids are included in Section 00100, Instructions to Bidders. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
