Sealed bids for construction of WASTEWATER TREATMENT PLANT IMPROVEMENTS DIVISION I PHOSPHORUS REMOVAL SYSTEM & DIVISION II BAR SCREEN REPLACEMENT, will be received by the CITY OF LAFAYETTE, GEORGIA, at City Hall, 207 S. Duke Street, LaFayette, Georgia 30728, in the Council Meeting Room, until 3:00 PM local time, Thursday, March 28, 2013, and then at said time and place publicly opened and read aloud. Bids received after 3:00 PM will be returned to the Bidder un-opened. The Work consists of two Divisions, as follows:

DIVISION I: a Phosphorus Removal System including two 5,500 gallon, double wall, FRP ferric chloride tanks; cast-in-place concrete tank pads; a masonry building with chemical metering pumps and controls; approximately 500 sq. yards of asphalt paving; miscellaneous yard piping and site work;

DIVISION II: a Bar Screen Replacement at the Influent Pump Station including installation of temporary bulkheads for isolation of the influent channels; demolition and replacement of three existing slide gates; demolition and disposal of the existing bar screen mechanism and controls; replacement with a new bar screen mechanism and controls; and concrete repair of the Influent Pump Station structure top slab;

all with related incidentals, piping, valves, fittings, electrical work, controls, and site work, including, but not limited to, excavation, shoring, dewatering, grading, perimeter fencing and gates, sediment and erosion control, grassing, testing, and start-up, as required for a complete and operational facility.

The Project will be funded by local funds. Payment for the Work will be made periodically on the basis of Contractor's Applications-for-Payment processed by the Engineer.

Bidders may obtain paper and digital copies of the bidding documents at the office of Sweitzer Engineering, Inc., 5655 Lake Acworth Drive, Suite 120, Acworth, Georgia 30101, Telephone (678) 569-4290, until 72 hours before the bid opening, upon payment of a fee of $200.00 per set, which is non-refundable.

Bids must be accompanied by a Bid Bond, or other security authorized by law, in an amount of not less than five percent (5%) of the total amount bid. The successful Bidder will be required to furnish a Performance Bond in the amount of 100% of the bid and a Payment Bond in the amount of 100% of the Contract Price.

The right is reserved by the Owner to delay the award of the Contract for a period not to exceed sixty (60) days from the date of opening of the bids, during which the bids shall remain open and not subject to withdrawal. The right is also reserved to reject any and all bids and to waive any and all technicalities or informalities. If the Owner makes an award, the award will be made to the qualified Bidder whose Total Base Bid for Divisions I & II (combined) is lowest and responsive. If an award is made, it is the Owner s intent to enter into a single contract for the Work; however Owner reserves the right to issue separate Notices-To-Proceed for each Division.
