INVITATION FOR BIDS

The Northwest Georgia Housing Authority (also referred to as NWGHA ) will receive bids for the following Project: Rockmart Adult Education and Early Learning Center until 1:30 p.m. EDT on Thursday, March 7, 2013, at the Northwest Georgia Housing Authority Maintenance Department Conference Room located at 704 Avenue B, Rome, GA, 30165. At this time, all bids will be publicly opened and read aloud. The work will include all labor, materials, and services necessary for the Demolition, Hazardous Material Abatement, Site and Building Construction of a single-story educational facility. The site is located at GA Highway 101 and Piedmont Avenue in Rockmart, GA. The Project will be awarded by base bid with selected alternatives. Proposed forms of documents, including plans and specifications, are on file at City Blue Printing, 1130 N. Tennessee Street, Cartersville, GA. 30120, and ReproProducts located at 1575 Northside Drive, NW, Suite 370, Atlanta, GA. 30318, and Chattanooga Blue Print Company, 12 Patten Parkway, Chattanooga, TN, 37402, or AGC of East Tennessee located at 101 West 21st Street Chattanooga, TN 37408. Copies of the documents may be obtained from the printing companies directly. The Architect and Associate Architect will not have any documents available for review or distribution. The NWGHA will have documents for review but not distribution at the NWGHA Maintenance Conference Room from 8:30 am until 4:30 pm daily during the bidding period. A certified check or bank draft, payable to the Northwest Georgia Housing Authority, Georgia, U.S. Government bonds, or a satisfactory bid bond executed by the bidder and acceptable sureties in an amount equal to five percent (5%) of the bid must be submitted with each bid. The successful bidder will be required to furnish and pay for a satisfactory performance and payment bond or bonds in an amount equal to one hundred percent (100%) of the Contract Price. All bonds must be signed by a Georgia Resident or Resident Agent. NOTE: THE SURETY SHALL BE ACCEPTABLE TO THE NORTHWEST GEORGIA HOUSING AUTHORITY AND SHALL BE CURRENTLY LISTED AS AN APPROVED SURETY IN THE U.S. TREASURY DEPARTMENT CIRCULAR NUMBER 570 TO ACT AS SURETY ON BONDS SECURING GOVERNMENT CONTRACTS. Each bid must include the Non-Collusive Affidavit and the Previous Participation Certificate signed by the bidder and on the correct HUD forms. All bidders are advised to ensure that the HUD Form 2530 is completed accurately and each block completed. If the HUD Form 2530 is not correct, the contract award date may be delayed. Contractor shall be licensed in accordance with the laws of the State of Georgia. Proof of licensure will be required on the outside of the Bid Envelope before bid will be considered. Subcontractors whose contracts exceed $50,000.00 must also be licensed according to the State of Georgia Law and show proof thereof. Additional sustainable construction qualification information will be requested of the bidders. Detailed requirements will be outlined in the bid package. Sustainable construction project experience will be requested from the bidders and considered with the bids. Note: Bidders are advised that any misrepresentation of information contained in the bid package for previous work performed or negative information received by the Housing Authority concerning past work performance will be grounds for rejecting said bid proposal. Attention is called to the fact that no less than the minimum salaries and wages as set forth in the contract documents (Davis Bacon) must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. The Northwest Georgia Housing Authority reserves the right to reject any or all bids or to waive any informality in the bidding. Bids may be held by the Housing Authority for a period not to exceed sixty (60) days from the date of opening of bids for the purpose of reviewing them and investigating the qualifications of the bidders, prior to awarding the contract. No bids may be withdrawn for a period of sixty (60) days after the Bid opening, except as expressly provided by applicable law. Any successful bidder who withdraws their bid for any reason within the 60-day period will forfeit the five percent (5%) bid bond. Except as expressly provided in, or permitted by, the Bidding Documents, from the date of the issuance of the Advertisement for Bids until final action of approval of the contract award by the Northwest Georgia Housing Authority, the Bidder shall not initiate any communication or discussion concerning the Project or the Bidder's Bid or any part thereof with any employee, agent, or representative of the Northwest Georgia Housing Authority. Any violation of this restriction may result in the rejection of the Bidder's Bid. A Pre-bid Conference will be held at 1:30 p.m. EST on Thursday, February 21, 2013, at Rockmart City Hall, Council Chambers, 316 N. Piedmont Ave, Rockmart, GA 30153. A site visit will follow the Pre-bid Conference. The purpose of the conference is to answer questions, should they arise, relating to the Contract Documents. It is not mandatory that bidders should attend, but attendance is recommended.
